I assume your referring to nginx? When I try to telnet into port 9000 I get: ©2013, Amazon Web Services, Inc. or its affiliates. When asking a question it is helpful if you can provide the full address of any websites you are having problems with so that we can visit the site to test it.... this will give us some clues as to what possibly could be wrong. With the full website address

IE cannot connect to the General Motors Service Information website: can't establish a connection to the server at 127.0.0.1:9001. If the intelli-CTi client application is unable to connect to the server, it could be a firewall issue. This is the correct process to open security access to these ports.
